Peking, February 22, 1909. SIR JOHN JORDAN has asked J. O. P. Bland, also Mr. Hillier, whether they are prepared recommend Tien-tsin-Chinkiang Railway terms instead of Canton-Kowloon Railway. Both consider it would not be advisable (to). In my opinion if Chinese get Tien-tsin-Chinkiang Railway term(s) will be a great benefit to Japanese, and there will not be any inducement to join with us to support contract.
